I don't know, but it looks awesome.

It might be from that period when Jack was developing properties for Ruby Spears, though I admit I'm basing this on nothing more than it reminding me of Jem and the Holograms.

Looked this up in JK Collector #50. It's from a four page unpublished promotional comic for a Chicago radio station.
